Crashes involving horse-drawn carriages are not limited to rural highways. Even in urban settings, collisions between vehicles and animal-drawn conveyances can cause serious injuries when motorists fail to account for slower, exposed forms of transportation. A December 22, 2025, incident in Lake Charles left two people hospitalized after a vehicle struck a horse-drawn carriage near a popular public park.
What Happened in Lake Charles
According to KPLC, the Lake Charles Police Department responded to a crash around 8:10 p.m. near the intersection of Lakeshore Drive and Gill Street, close to Millennium Park.
Police said a vehicle struck a horse-drawn carriage in circumstances under investigation. Two individuals riding in the carriage were transported to the hospital with injuries described as “unknown” at the time of reporting. Authorities confirmed that no animals were injured in the collision. The investigation is ongoing, and officials have indicated that additional details may be released as they become available.
Can the Driver Be Held Liable?
Louisiana Civil Code holds drivers liable for damages caused by their negligence. Motorists have a duty to operate their vehicles safely and remain alert for lawful roadway users, including horse-drawn carriages, which are permitted on certain city streets.
Investigators will likely examine whether the driver failed to maintain a proper lookout, was distracted, or failed to adjust speed to traffic conditions. In urban areas near parks and pedestrian-heavy zones, drivers are expected to exercise heightened caution. If negligence is established, the driver may be held civilly liable for the injuries suffered by the carriage occupants.
The Vulnerability of Horse-Drawn Carriage Riders
Horse-drawn carriages offer minimal protection in the event of a collision. Riders are exposed and lack basic safety features such as seat belts, airbags, or reinforced frames. Even low-speed impacts can result in passengers being thrown from the carriage or struck by vehicle components.
While carriages are often associated with tourism and leisure, they face many of the same dangers as buggies used for daily transportation—especially when sharing the road with modern vehicles that are heavier, faster, and less forgiving in a crash.
Why These Cases Are Complex
Urban carriage accidents raise unique legal questions. Investigators must consider local ordinances governing carriage operations, roadway design, visibility, lighting, and traffic control near public spaces. Liability may depend on the actions of both the driver and the carriage operator, as well as compliance with city regulations. Insurance coverage can also be complicated when non-motorized vehicles are involved.
