Collisions between motor vehicles and horse-drawn buggies can turn deadly in an instant, particularly when higher-speed traffic overtakes slower-moving buggies on rural roads. A crash on January 7, 2026, in Salisbury Township claimed the life of 65-year-old Mary Ruth Stoltzfus after a minivan struck the rear of her buggy.
What Happened on Strasburg Road?
Lancaster Online reported that according to the Lancaster County coroner and Pennsylvania State Police, a crash occurred on the 4000 block of Strasburg Road. Stoltzfus, of Paradise Township, was operating her horse and buggy when a minivan collided with the back of it.
The impact ejected Stoltzfus from the buggy. She was pronounced dead at the scene. The coroner’s office has scheduled an autopsy and has not yet finalized the official cause and manner of death.
Authorities charged the minivan driver, 33-year-old Danial Ranck Miller of Berks County, alleging he was driving under the influence of drugs and alcohol at the time of the crash. He was in Lancaster County Prison in lieu of $125,000 bail and scheduled for a preliminary hearing.
Can the Minivan Driver Be Held Liable?
Under Pennsylvania law, drivers must operate their vehicles safely and maintain control at all times. Motorists sharing the roadway with horse-drawn buggies are required to exercise caution, adjust speed, and maintain a safe following distance.
If a driver is impaired by drugs or alcohol and causes a rear-end collision, that conduct may constitute both criminal wrongdoing and civil negligence. A DUI-related crash can significantly strengthen a wrongful death claim because impairment is strong evidence that the driver failed to exercise reasonable care.
If investigators confirm that impairment or negligence caused or contributed to the collision, Stoltzfus’s surviving family members may have grounds to pursue a wrongful death claim. Such a claim can seek compensation for funeral expenses, loss of financial support, and the profound loss of companionship and guidance.
The Unique Dangers of Buggy Travel
Horse-drawn buggies provide minimal physical protection. They lack modern safety features such as airbags, reinforced frames, or seat belts. When struck from behind, occupants can be thrown from the buggy or suffer catastrophic injuries from the force of impact.
Rural roads like Strasburg Road often have limited shoulders and mixed traffic speeds, increasing the danger when faster-moving vehicles approach from behind, particularly if a driver is impaired or distracted.
These Cases Can Be Complex
Buggy crashes often involve multiple layers of legal and factual analysis. Investigators must examine speed, visibility, impairment, roadway conditions, and whether the driver had sufficient time and distance to avoid the collision.
In cases involving DUI charges, the results of toxicology testing and criminal proceedings may play a role in subsequent civil claims. Insurance coverage issues can also arise, particularly when both personal injury and wrongful death damages are involved.
